@Siobhan_M_HQ It's complicated. Copyright does technically apply but libraries tend to ignore it to encourage a collegiate atmosphere of data sharing. I don't think that collegiate atmosphere amounts to much when practically records are in the servers of private companies...

@Siobhan_M_HQ ...either library systems providers or union catalogue providers. When a company like Ex Libris or OCLC could suddenly shut off access to those records or delete them all, they actually 'own' them despite what copyright law would say.
